I've seen a lot of people say that. In cases where the person making the claim is linked to contradictory statements, it has always been the case that Mueller's Banner Design words were taken out of context or twisted. For example, Mueller claimed that publishers do not need to file disavow links. But for some reason, his words keep getting twisted out of context to make it sound like he's encouraging disavowals. The context of the whole discussion about a Banner Design video was Mueller telling the person asking the question that publishers don't need to disavow unless there is manual action or if the publisher knows the links will fire manual action. He then says that if this is Banner Design borderline link building years ago, then this is something that Google could handle on its own with no manual action and no disavowal needed. Mueller literally answers several questions and reaffirms each time that it is not necessary to file a disavowal. Finally, once again in a hurry, Mueller will literally shrug his shoulders and say something like, if you want to do it, go ahead. The headline for the next day will be: “ Mueller Banner Design says disavowals are useful. " It is not Mueller who is contradictory. These are Mueller's words taken completely out of context to push an agenda. I have been listening to all office hours videos for two Banner Design years now for Search Engine Journal.
